Report a concern about a dog breeder

Dog breeders must be licensed by us if they:

  • breed 3 or more litters a year, unless they can show that none of the puppies have been sold
  • advertise dogs for sale and make more than £1,000 for a whole litter

If you think someone is breeding dogs illegally or running a puppy farm, or if you have any concerns about the welfare of the dogs they're breeding, you can report it to us online.

When reporting a concern about a dog breeder, you will need to tell us:

  • your name, email address or phone number so we can contact you for more information
  • any details you have about the breeder
  • your concerns and any evidence you may have such as photos or advert links
